The future emission standards should not only fully reflect the scientific based environmental management concept, which is a clear management responsibility of state and local governments, but should be based on comprehensive considerations.

Therefore, the main responsibility of the country is not to develop specific standard values, but to establish a complete and scientifically reasonable system and method for establishing standards, and to develop emission standards according to local conditions. That is to say, on the one hand, basic and more lenient standards should be established, rather than a specific standard. Loose standards do not necessarily mean they are detrimental to environmental protection. Loose standards are conducive to the development and implementation of specific emission standards in the local area. On the other hand, the power to formulate local standards should be strengthened to assist in their formulation.
