In general, technology should promote the reform of management systems and the transformation of advanced technology welfare management methods. The sewage discharge standard is not only a PAAS technical issue and management choice, but to a greater extent, it is the choice of environmental management managers.

The existing sewage treatment discharge standards (GB18918-2002) are not only a compromise between government regulatory agencies, standard setters, design and operation of sewage treatment, but also reflect differences in regional scale, time period, concentration, and total amount. The root cause of the problem is the misalignment of the environmental management system. This reflects the "one size fits all" management philosophy of the environmental management department, which is too strict in managing environmental issues and too little in empowering local authorities. Implementing this management philosophy is "death and chaos." In order to fundamentally change the problems exposed by standards, it is necessary to change management thinking. Environmental managers should develop practical standards based on a scientific and pragmatic spirit, from the perspective of protecting the water environment and practicality.
